The U.S. Department of the Treasury’s Office of Foreign Assets Control on September 10, 2026, immediately tightened its policy for Iran-related specific license applications under Operation Economic Outcast while announcing an enforcement settlement and sanctions-list updates. OFAC will now consider those applications with a presumption of denial except where required by law or in certain circumstances, including risks to life, limb or environmental safety.

OFAC also added 14 individuals and five entities to its Specially Designated Nationals and Blocked Persons List. The listed parties are based in or connected to Iraq, Lebanon, Syria, Turkey, the United Arab Emirates, Hizballah, Kata’ib Hizballah and other previously sanctioned parties, according to the designation entries.

Enforcement settlement

In a separate enforcement action, an unnamed individual agreed to pay $1,427,230 to settle potential civil liability for providing management consulting and advisory services to one of Iran’s leading software solutions companies. OFAC said the individual also received Iranian-origin dividends in U.S. bank accounts and acquired real property in Iran.

The settlement reflects OFAC’s determination that the apparent violations were egregious and were not voluntarily self-disclosed. OFAC investigated and resolved the matter in cooperation with the Federal Bureau of Investigation’s Los Angeles Field Office and Orange County Resident Agency.

SDN List additions

The newly listed individuals are Khaldoon Naser Maryoosh Al Abada, Abdullah Nadhim Luaibi Al Ameri, Hussein Ahmed Hussein Al-Dhuhaibawi, Karrar Mohammed Qasim Al-Hraishawi, Ali Hasan Farhan Al-Lami, Amir Al-Makansi, Abdulhasan Ali Akbar Namdar Al-Mandalawi, Majid Ali Akbar Namdar Al-Mandalawi, Mohamed Ameen Fadhil Ali Al-Shaikhli, Abbas Jawad Kadhim Al-Tameemi, Abdallah Hamieh, Hussein Ibrahim, Ghaith Hussein Wehbe and Mervat Jamil Zahreldine. Most carry the SDGT designation, while the two Al-Mandalawi entries are designated under IRAN-EO13902.

The five newly listed entities are Ain Al Iraq for Protection Systems Technology and Audio, Visual, and Communications Solutions Company Ltd; Al Brouj for General Contracting Company; Gold Pro SARL; Shams and Bahr Trading Company L.L.C.; and Yousef Ibrahim Mansour and Partner for Exchange. Shams and Bahr is designated under IRAN-EO13902, while the other four carry the SDGT designation. OFAC reported no unrelated administrative list changes.
