The U.S. Department of the Treasury’s Office of Foreign Assets Control updated sanctions records for VTB BANK PUBLIC JOINT STOCK COMPANY on September 14, 2026, adding Iran-related information to the bank’s entries. OFAC also issued Venezuela-related General License 52C, authorizing certain transactions involving Petróleos de Venezuela, S.A., and amended Frequently Asked Question 1245.

The revised VTB Bank records add Tehran, Iran, as a location and state that the financial institution is “Subject to Secondary Sanctions.” They also add the designation marker [IRAN-EO13902] alongside the existing [UKRAINE-EO13662] and [RUSSIA-EO14024] markers.

OFAC made corresponding changes to VTB Bank’s entry on the Specially Designated Nationals and Blocked Persons List and its entry on the Sectoral Sanctions Identifications List. The updated records continue to identify the bank as subject to Directive 1 under Executive Order 13662 and cite secondary-sanctions risk under the Ukraine-/Russia-Related Sanctions Regulations, 31 CFR 589.201 and/or 589.209, as well as Section 11 of Executive Order 14024.

The records identify VTB Bank as a financial institution established on October 17, 1990. They retain its listed addresses in Russia, India and China, its SWIFT/BIC code VTBRRUMM, Russian registration and tax identifiers, and a range of alternative and former names, including VTB BANK, BANK VTB PAO and VNESHTORGBANK.

Separately, General License 52C is titled “Authorizing Certain Transactions Involving Petróleos de Venezuela, S.A.” The notice does not provide further details about the authorized transactions or describe the substance of amended FAQ 1245. OFAC reported no unrelated administrative list changes.
